However, existing residential colonies in the designated residential use zone were permitted.

GO-111 also provided guidelines for the Master Plan Land Use Allocation, emphasizing that 90% of the overall area should be classified as Conservation Use and Recreation Use. This classification allowed for activities such as agriculture, farming, and gardening. To prevent acidification of the lakes, no industries were allowed within 10 km of both upstream and downstream of the lakes.
